The origin and purpose of the book

This book is one of the tangible results, of the collective effort, of the common project “Instrumentos de Redistribución de la

Renta Urbana”, part of the URB-AL Program and of the Network number 7 of this program, “Control y gestión de la

urbanización”. Subsidized by the European Union, five partner cities have participated (Ferrara-Italy, Lleida-Spain, Malvinas

Argentinas-Argentina, Rio Claro-Brazil y Rosario-Argentina) and by CEPAL (UN), with the help of international consultants and

local experts.

It was considered that the final result of the project should be a book, with an analytical register character that, although not

scientific by itself, would be the result of a professionally serious, collective and operative work. Furthermore it should

constitute an open information reference to many more cities and people, rather than a catalog for occasional solutions.

Its sections and its contents

El The book has been structured in the following sections:

• Initially, it studies in depth the relevance and focus of the collection and redistribution of urban revenue and capital gains

theme; later it defines the recipients and beneficiaries.

• Furthermore, it delivers a group of precedents (regarding the framework in which the book is inserted), as well the

objectives, the methodology and the development of the project, for it is the result of a URB-AL common project. Also it

continues with the positioning of the 5 middle-sized participant cities, into two subcontinents: Latin America and Southern

Europe. Stressing their condition of middle-sized cities, it also provides more specific information about these cities (See

Appendix C).

• In the precedents, it synthesizes the institutional and legal context of the cities, their countries and their characteristics of

intermediate scale cities. It continues with information regarding the created workgroup (See Appendix C2), as well as its

articulation with the group of local professionals that have collaborated during the Participatory Studios for the diagnostics


• The book proceeds with the methodological and conceptual reflections that base the subsequent ordination and

presentation of a group of instruments, grouped by identified thematic blocks.

• It continues with the bibliography and the complementary documents in the appendixes. In the appendixes are presented

the instruments, generated by the participating cities (See Appendix A1). Combined with others, developed in different

places in the world, presented by the international consultants (A.2). 

The pertinence of the topic and its focus

Since the beginning of the project, the orientation towards the reinforcement of the cities local government field was

intentional as well as the emphasis in the urbanization theme as a source of development due to the following premises:

1. The decentralization processes fostered since the last two decades of the XX century have opened possibilities

of consolidating the local development, approaching the decision taking processes to the citizens and, with it,

potentially strengthening the democratization and the promotion of social justice. However, such processes have also

raised challenges and critical problems, by returning or transferring attributions to local administrations, without their

corresponding financing sources or, which is even worse, without the possibilities of generating new sources or even

readjusting themselves to the existing ones. Given that the economic resources are in the basis of this topic. 

Cities usually are the privileged space to concentrate and arrange the strategies of local and territorial development. Even

though it is certain that the larger cities, particularly the capitals, have tended to set the standard; the extended view

towards and from intermediate cities allows collecting articulate proposals even further, for they are capable of functioning

without great economical means.
