1. Temporary Migrant Worker Programs “South-North”.  

The Experience of El Salvador and Honduras

Introduction 

The primary objective of the South-North Temporary Migrant Worker Programs is to help improve 

the lives of Salvadoran and Honduran women and men by taking advantage of employment 

opportunities in developed countries that can be covered by workers from El Salvador and Honduras. 

This is a win-win situation both for enterprises and migrant workers. Through programs of this type, 

enterprises from certain sectors of the economy which are increasingly facing difficulties in meeting 

their needs in terms of labor are able to hire highly qualified workers. Salvadorans and Hondurans, in 

turn, for whom finding a stable job with an appropriate salary is often difficult, gain access to 

opportunities to migrate regularly and earn salaries which sometimes are up to ten times higher than 

the minimum wage in their country of origin.  

In El Salvador the project initiated in 2002. As a result of efforts by the Embassy of Canada 

and the ongoing actions carried out since then, 800 Salvadoran women and men have been hired in 

various enterprises and provinces in Canada. In Honduras, the labor migration program initiated in 

2007 with the signing of the Operative and Technical Cooperation Agreement between the 

Government of Honduras and the International Organization for Migration (IOM). 

Both countries have recognized the importance of signing Framework Cooperation 

Agreements oriented toward coordinating actions between different institutions involved in labor 

migration processes, in order to work in a more effective and efficient manner. 

•  In El Salvador, a Cooperation Agreement between the Ministry of Foreign Affairs, the 

Ministry of Labor and Social Welfare, and IOM was signed on April 6, 2006, with the 

purpose of joining efforts to promote and manage temporary labor programs for 

Salvadorans abroad in strict compliance with the fundamental rights of workers. 

•  In Honduras, an Operative and Technical Cooperation Agreement between the Secretariat 

of Labor and Social Security, the Secretariat of Foreign Affairs, the Secretariat of the 

Interior and of Justice, and IOM was signed on February 26, 2007 for the Management of 

Temporary Labor Migration Programs for Honduran Workers Abroad. An addendum was 

approved and added to the Agreement on August 15, 2008, with the primary objective of 

establishing an Interinstitutional Committee to promote an effective and functional 

implementation of the actions stipulated in the Operative Agreement. 

A. The Selection Process 

The selection process implemented in El Salvador and in Honduras is structured as follows:  

•  Receiving employment offers from other countries 

•  Pre-selection and final selection 

•  Documentation and guidance 

•  Transfer and follow-up
