Workshop on Temporary Migrant Workers Programs

46

Transfer and Follow-up

A few days prior to departure workers are convened to receive their travel documents and

information relating to the trip, such as schedule, customs, allowed weight and number of suitcases, etc.

In some cases, the hiring enterprise requests that IOM officers accompany the workers from

the port of departure to the workplace in the receiving country. According to prior experiences and

perceptions expressed by migrants themselves, this greatly reduces the stress of traveling to a foreign

country for the first time. In addition, accompanying officers can verify the conditions under which

workers are received and collect additional information to benefit future migrant workers.

Close follow-up via telephone and e-mail is provided for workers during the first months of

their stay in the foreign country, to offer advice in any situations that might arise during the

adjustment period. Usually, officers from IOM and relevant government institutions travel to the

receiving communities in Canada six months after the migrant workers have arrived there, to visit

them and discuss any assistance that may be required, as well as the needs of workers and ways to

improve the process. In addition, officers speak with the entrepreneurs about the performance and

adaptation of the workers, with the aim of ensuring that the meets of the hiring enterprise are being

met as well.

B. Other experiences

While the vast majority of workers of El Salvador and Honduras have been hired by Canadian

enterprises, some pilot tests have also been carried out with several enterprises in Spain.

In El Salvador, a Labor Agreement between the Ministry of Labor of El Salvador and a

Spanish Association named “Mensajeros de Paz” (Peace Messengers) was signed to hire and train 5

men and 9 women in nursing to work as auxiliary nurses at the "Edad Dorada" geriatric hospitals.

As for Honduras, a group of 25 migrant workers were preselected and prepared to work in an

agricultural enterprise in the province of Cataluña, Spain. The 20 men and 5 women were hired to

work there for 6 months in 2008. Nine persons of this group were hired again in 2009. This first

experience is the result of a Bilateral Agreement that was signed between Honduras and Spain.

C. Statistical Data

To date, more than 870 Salvadoran women and men have been hired to work in enterprises in Canada.

The workers are distributed in 6 provinces of Canada, although most of them are working in meat

processing plants in Alberta (352 workers), Manitoba (461 workers), and Saskatchewan (41 workers).

The other workers are employed in the agricultural or service sector in the provinces of British

Columbia, Ontario, and Nova Scotia. Generally, more men are selected to work in meat processing

factories than women, due to the nature of the work.

As for Honduras, the workers who have been selected to date are employed in various meat

processing plants of one enterprise in the provinces of Alberta, Saskatchewan, and Manitoba, as well

as an agricultural enterprise in the province of Alberta. Of a total of 360 workers selected since 2007,

55 have been prepared for the agricultural sector and the others for the food processing sector. 50% of

the selected workers are 25-30 years old and 39% are 31-35 years old. This is explained by the fact

that persons within these age groups usually adjust easily to a new working and cultural environment

and prolonged separation from their family. In Honduras, as in El Salvador, most of the selected

workers are male – 84% of the total number.
