In adherence to the first strategic line of action INM modified the existing regulations, 

established a new documentation mechanism for this sector of migrant populations and designed a 

new migration form that would be flexible enough and adjust to the needs of each worker. In addition, 

the updating and automating of procedures was considered. 

As a result, an Agreement was published on March 12, 2008 to facilitate the entry of 

Guatemalan and Belizean nationals intending to work as temporary workers in the States of Chiapas, 

Tabasco, Campeche, and Quintana Roo. Due to this, the Migration Form for Migrant Workers – 

known as FMTF – was developed and the issuance procedure was automated. 

The FMTF consists of a pre-printed document which includes the holder’s photograph, 

general and personal data, migration status and mode, logos, and microprint on the front side. The 

authorized activities, territory where this applies, document number, place and date of issuance, and 

an OCR (Optical Characteristics Recognition) and bar code appear on the back side. 

Objective of the FMTF 

To facilitate the issuance of documents for Guatemalan and Belizean nationals intending to 

work as temporary workers in any of the following border states of Mexico: Chiapas, Tabasco, 

Campeche, and Quintana Roo. This permit, unlike the FMVA which only benefited Guatemalans and 

only allowed them to work in the State of Chiapas, allows the holder to perform work in all productive 

sectors, such as construction, services, commerce, etc., in any of the four border States. In addition, 

the holder can apply for entry of his/her spouse and children as economically dependent family 

members, if they do not have a migration status of their own. 

Legal Basis 

Based on Article 42, Fraction III of the General Population Act, and Articles 162 and 163 of 

the General Population Act Regulations, entry as non-immigrant with the status of visitor engaging in 

profitable activities is authorized. 

Requirements 

1.  A photostatic copy and original of the current personal identity document or passport; 

2.  A copy and original of the relevant receipt for payment of fees, in accordance with the 

Federal Rights Act. If the beneficiary is to earn a salary equivalent to the minimum wage 

in the region, he or she will be exempt from the payment of fees, in accordance with 

Article 17 of the Federal Rights Act; and 

3.  A written employment offer signed by the employer or his/her legal representative. This 

document should include the integrated wage or minimum wage that the foreigner will earn. 

4.  Two small color or black and white photographs are also requested at this stage. 

Scope 

Aside from authorizing the movement in the above mentioned territory and performing the 

above described activities, the document has a validity period of one year.  

Worker Obligations 

1.  To limit their profitable activities, stay, and transit to the States of Chiapas, Quintana 

Roo, Tabasco, and Campeche; 

2.  To carry the FMTF with them at all times; 

3.  To leave the country upon expiry of the migration permit; 

4.  To inform migration authorities about changes relating to the employer or the work 

performed within thirty days following the occurrence;
