field of action of the Rapporteur to migrant workers and members of their families only when they are 

in a country other than their country of citizenship. 

In June 2005, the General Assembly adopted the Inter-American Program for the Promotion 

and Protection of the Human Rights of Migrants, including migrant workers and members of their 

families. The Permanent Council convened an extraordinary session in May 2007 to analyze and 

discuss human migration flows and their impact on Member States. The Special Committee on 

Migration Issues (SCMI) was established by the Permanent Council in October 2007. 

Recently, the increase and complexity of migration movements in the region has highlighted 

the need to address the topic in a comprehensive manner, recognizing its growing, changing, and 

multi-dimensional nature. Thus, with the purpose of promoting just, safe, and orderly migration 

through the promotion of public policy, legislation, exchanging best practices, and cooperation 

between countries of origin, transit, and destination, the General Secretariat of OAS has set the 

Migration and Development Program in motion, which coordinates efforts relating to migration, 

furthering the cross-cutting theme of migration in the different departments of OAS. 

The objectives of the Migration and Development Program are: 

•  To develop updated, reliable, and timely information systems  

•  To promote capacity building 

•  To promote the protection of the human rights of migrants 

•  To identify and develop cooperation actions and sharing of best practices 

•  To facilitate the social, cultural, and economic incorporation of migrants 

•  To emphasize migration as a cross-cutting theme in all relevant actions implemented by OAS 

•  To foster dialogue between Member States on topics relating to migration 

The Program considers the following three lines of action to achieve the objectives: i) 

Developing information systems to inform decision-making and public policy-making processes; ii) 

Developing and promoting actions oriented toward development in countries of origin, transit, and 

destination of migrants; and iii) Capacity building for the different departments of OAS and Member 

States on topics relating to migration.  

The projects included under the above mentioned lines of action of the Program are 

described below. 

A. Migration Information Systems 

Continuous Labor Migration Reporting System for the Americas (SICREMI, acronym for 

its name in Spanish)  

A system to continuously generate timely and systematized migration information in order to 

learn about the characteristics of migration movements that take place in the hemisphere. The 

information collected through this system includes migration trends, changes in immigrant 

populations (gender, age, education, country of origin) and the situation of migrant workers in the 

region, as well as other relevant indicators. Information is collected from various national sources and 

international organizations addressing the topic. 

A national correspondent will be designated for each country, with the aim of developing 

and continuously updating SICREMI. The correspondent will be responsible for providing 

information to the system according to previously agreed procedures and timelines. Once the 

system has been developed, information will be updated through annual reports submitted by each 

country correspondent.
