Designing a State Model for Assistance to Migrant Women Victims of Violence in the 

US/Mexico Border Region 

A model based on best practices will be designed after identifying and carrying out a 

comparative analysis of the existing models of assistance to women victims of violence in the 

US/Mexico border region. The model will be disseminated to different agencies of interested 

governments and civil society organizations providing assistance to this population group. The project 

is being coordinated by the Migration and Development Program, together with the Inter-American 

Commission of Women (CIM). 

A Map of Education Programs for Migrant Children and Adolescents 

The objective of this project is to identify and promote education policies and programs with 

the aim of providing more and better educational opportunities for migrant children and adolescents in 

the region. The program is being implemented by the Department of Education and Culture (SEDI), in 

coordination with the Migration and Development Program. 

Efforts to Stimulate Local Development and Facilitate Access to Local Markets for 

Adolescents at Risk of Emigrating  

The objective of this project is to strengthen labor market access programs, local development 

programs, and technical training for adolescents at risk of migrating at a national and regional level. 

The project is being implemented by the Young Americas Business Trust (YABT),  in coordination 

with the Migration and Development Program. 

C. Capacity Building 

Consultations, seminars, meetings, and workshops on various aspects of labor migration have been 

carried out. The following meetings should be highlighted: “The Global Financial Crisis and its 

Impact on Migration Flows and Trends” held in February 2009 during the Annual Session of the 

Inter-American Program for the Promotion and Protection of the Human Rights of Migrants, with 

participation of highly reputed subject matter specialists and experts; the seminar “Temporary 

Worker Programs”; and the session “Identifying Mechanisms of Cooperation between Regional 

Consultation Processes and OAS”, the latter with participation of representatives of RCM, the South 

American Conference on Migration, and MERCOSUR. Both events were carried out within the 

framework of the Special Committee on Migration Issues. 

Finally, it should be mentioned that the report on the results of the Fifth Summit of the 

Americas submitted by Secretary General of OAS José Miguel Insulza to the Permanent Council 

highlights the importance of the topic of migration and its presence during the Summit, despite the 

fact that this topic had not been included in the agenda. The challenges that will be faced in the 

coming decade in seeking to promote the human rights of migrants and just, safe, and orderly 

migration processes are many and diverse. Therefore, OAS seeks to join efforts on migration matters, 

offering a space of cooperation to develop tools and information systems which facilitate decision-

making and public policy-making in accordance with the reality of the region. 

In this sense, OAS has approached other international organizations and agencies, such as the 

Economic Commission for Latin America and the Caribbean (ECLAC/CEPAL), the International 

Labor Organization (ILO), the Ibero-American Social Security Organization (OISS), the Organization 

for Economic Cooperation and Development (OECD), IOM, UNITAR (United Nations Institute for 

Training and Research), and RCM to search for mechanisms of cooperation which allow sharing 

information, knowledge, communication spaces, and resources.
