sponsored by the Governments of Canada and El Salvador…”. The Workshop was also sponsored by 

the Economic Commission for Latin America and the Caribbean (ECLAC)/Latin and Caribbean 

Demographic Center (CELADE), the International Organization for Migration (IOM), and the Ibero-

American General Secretariat (SEGIB). 

In accordance with the proposal approved within the framework of the RCM, the Workshop’s 

agenda was carried out in four sessions during the course of two days. The subjects and dynamics 

addressed included: a) conceptual framework, key concepts, and policy considerations on the subject; 

b) current practices and presentations on specific mechanisms and case studies, with discussions on 

best practices and lessons learned from Temporary Migrant Workers Programs (TMWP); and, c) 

Group debates on the needs, challenges, and specific opportunities, through the establishment of two 

groups which specifically addressed: (1) “The human rights, labor rights, and risks associated with 

temporary migrant workers” and (2) “Review of the steps to put in place a Temporary Migrant 

Workers Program”. Finally, the fourth and last session was a plenary to share and discuss the 

conclusions and recommendations that emerged from the two working groups.  

The Workshop, as presented in the compiled documents, helped to analyze and respond a 

series of questions raised from the very beginning, for example:  

•  What are the challenges and opportunities faced by the State in regards to labor 

migration?  

•  What are the risks for workers themselves who try to emigrate irregularly in order to find 

a job overseas? 

•  What are the existing approaches to satisfy labor demand? what are the key elements of 

these approaches and how may they be reproduced in other countries? 

•  Which human rights, labor rights, and other conditions are integrated within these 

approaches? how may the rights be protected? 

•  Is there a function that may be exercised by NGOs and international organizations to help 

these approaches? 

•  Is there need for a manual on the basic elements of these approaches?  

•  What is the best way to share information on these approaches or programs within the RCM?  

It is expected that with the results of the Workshop, reflected in the present document, the RCM 

may have enough inputs on the approaches to temporary migrant workers, portraying their specific 

characteristics, challenges and risks associated, as well as the best practices and lessons learned.

First and foremost, I would like to express my sincere thanks for the organization and the 

activities surrounding this Workshop. I would like to specially thank the Government of El Salvador 

for its eager willingness to take on the challenge of hosting it, and for the friendship and hospitality it 

displays throughout. 

C’est un plaisir et un honneur pour moi, au nom du Canada, de participer a cette réalisation en 

compagnie de nos amis de El Salvador, de l’Organisation Internationale pour les Migrations, du Secrétariat 

général ibéro-américain et de la Commission économique pour l’Amérique latine et les Antilles. 

On behalf of Canada, it is for me a pleasure this morning to open this 2 day Workshop on 

Temporary Migrant Workers Programmes which is done under the umbrella of the Regional 

Conference on Migration. 

For Canada, it is a very special honour to be sponsoring this event. It will certainly contribute 

to the development and improvement of mechanisms that allow the safe and dignified migration of 

persons across the countries of the Regional Conference on Migration. 

While contributing to the economic well-being of the countries that receive workers- and 

which they hail from, the Conference and its events continue to be part of a concept of 

regional dialogue and information exchange. 

Al organizar este Taller, por ejemplo, Canadá y El Salvador no solamente están desarrollando 

una iniciativa de interés común, sino también están fortaleciendo lazos que son beneficios para 

Centroamérica como para la sociedad Canadiense.
