Workshop on Temporary Migrant Workers Programs

We intend to help design a general labor program in the future, together with the countries 

and organizations represented at this workshop, with each country providing information about the 

labor potentials of the sending countries and the labor niches that have not been covered locally in the 

receiving countries.  

In addition, we are promoting the establishment of national employment agencies – with 

participation of governmental and academic institutions, IOM, and NGOs interested in the topic – as 

transparent mechanisms to facilitate temporary labor migration as an orderly and safe migration 

alternative. We have our minds set on this. 

Dear friends, 

As I mentioned a minute ago, Programs for Temporary Workers Abroad are a migration 

alternative which considers the dignity and rights of migrants and should be promoted. Therefore, it is 

important to design policies and integration instruments to universalize best practices relating to this 

topic through a regional cooperation effort. 

I am sure that the distinguished panelists and workshop participants will eagerly contribute to 

the fundamental goal of developing proposals to promote the wellbeing and prosperity of our migrants.

II. Rapporteur’s Reports 

General Rapporteur´s Summary of the Workshop,  

Ernesto Nosthas 

The Vice-Ministers who attended the XIII Regional Conference on Migration (RCM) in Tela, 

Honduras, on May 8–9, 2008, approved “a workshop on temporary foreign worker programs”, with 

the objective of sharing experiences between RCM member countries in order to generate elements 

and initiatives leading to the design of successful temporary migrant worker programs. Efforts being 

implemented under one of the priority components of the RCM Action Plan – Migration and 

Development – were enriched through this workshop. International migration was analyzed in depth 

in connection with international labor markets. 

Based on this objective, the workshop agenda included three plenary sessions and two discussion 

groups, which were held in the course of two days. As a result, the following products were generated: 

Temporary migrant worker programs should be framed within the context of comprehensive 

migration policies which meet the current needs of countries of origin and destination, with special 

emphasis on links with inclusive development processes.  

Within this framework, a commitment to action is required for governments to strengthen 

their diplomatic/consular representation abroad, with the aim of monitoring the respect for the labor 

rights of their migrant workers. Labor experts should be designated to carry out this task, with support 

from an intersectoral group of representatives from countries of origin. The experts can provide direct 

or indirect support to workers and lay the foundations for a process to certify enterprises in countries 

of destination; certification being understood, in this context, as a validating mechanism to certify that 

the hiring enterprises comply with all the requirements stipulated by the law, respecting all the labor 

rights of migrant workers. 

Dialogue and cooperation – at a bilateral, multilateral, regional, and global level – between 

countries of origin and destination involved in temporary labor migration is essential to an appropriate 

management of temporary migrant worker programs. The following modes of international 

cooperation can be considered: 

•  Bilateral agreements between countries of origin and destination 

•  Regional agreements on free movement
