2.  Policy making involves a process and may take different forms. But what is important, 

given the dynamics of migration, is that policies are defined on the right time taking 

into account the goals and priorities set by government but allowing its constant review 

and refinements. 

3.  A common concern of labor-sending governments is to ensure the well-being of migrant 

workers before, during, and after employment. Countries of origin may consider two 

policy options to achieve this: first, is the use of regulatory measures and second, is the 

provision of support services to migrants. In the use of regulatory measures, the 

streamlining and simplification of regulations and procedures must be pursued to prevent 

from inducing irregular migration or increasing its cost. 

4.  Migration does not involve only one or two agencies of government. It may be 

important for governments to mainstream migration in their development objectives 

and, perhaps, in their foreign policy. Such integration should lead to the proper 

allocation of resources for the temporary migrant workers program and ensure 

institutional coherence within government. 

5.  And, speaking of coherence, there is great value in having the RCM take up issues on the 

protection and welfare of migrants. Along this line, you may wish to consider developing 

adequate institutional capacity, and enhancing your inter-ministerial coordination and 

inter-state cooperation. 

6.  As I understand, this is the RCM´s first meeting to discuss the topic of “Temporary 

Migrant Workers Programs”. I noticed with gladness the interest that everyone has given 

this topic. Discussions of yesterday and today are just a manifestation of your interest 

and, without doubt, everyone contributed their experiences during the discussions. Given 

the magnitude of issues that surfaced, the RCM may wish to consider doing some 

periodic, and even regular, meetings of this nature to focus on specific issues which may 

be of interest, including the more urgent issues like assessing, this early, the impact of the 

global financial and economic crisis on migrants and developing strategies to combat it. 

7.  From the discussions, I noted the following recurring issues which might warrant 

discussions in your future meetings: 

a.  Issue on gender approach to migration. 

b.  Need for improved data gathering and analysis, for example creation of national 

labor stock data (reference to Minister de Barillas), on unemployed migrants 

(topic highlighted by El Salvador), and on job opportunities abroad (pointed out 

by Honduras). 

c.  Need for programs to pursue labor market intelligence and employment 

promotion overseas. 

d.  Continued engagement of international organizations to support of your program. 

e.  Defining the nature and extent of private-sector participation in the migration program. 

f.  Enhancing mobility and employability of migrants through the establishment of 

facilitative procedures, skills development and certification, and use of technology. 

g.  Issues on irregular migration. 

h.  Need to frame the competitiveness of migrants dealing with aspects on education 

and training. 

8.  Finally, the Global Forum on Migration and Development (GFMD) offers a great 

opportunity to identify and pursue development programs on migration through 

partnership arrangements with various governments. A number of your interests may
