5.  Improving interinstitutional coordination and labor migration management (temporary 

and permanent), particularly relating to bilateral and regional efforts and "South-South" 

migration (i.e. in the context of MERCOSUR, CA-4, RCM member countries, etc.) 

Countries of destination play an essential role as well, which can be summarized as follows: 

1.  Promoting the coherence and complementarity of migration policies and other relevant 

State policies – for example, international cooperation (with countries of origin), 

commerce, environment, agriculture, health, national security, etc. 

2.  Analyzing the impact of policies relating to the recruitment and reception of migrant 

workers on national development and in countries of origin. 

3.  Responsibly managing the recruitment of highly qualified foreigners, with the aim of 

avoiding “brain drain” in less developed countries. 

4.  Facilitating recruitment and, if possible, increasing the number of semi-qualified and 

unskilled temporary migrant workers that are recruited. 

5.  Supporting the establishment of mechanisms to link remittances with local development 

efforts in countries of origin. 

G. Challenges and Recommendations to Optimize the Benefits of Temporary 

     Labor Migration 

A summarized vision of the challenges in optimizing the benefits of temporary labor migration should 

necessarily include aspects relating to migration policy and program/project implementation. 

Programs and projects should ideally be executed in a coordinated and coherent manner.  

At a Policy Level:  

1.  As mentioned above under “The Cycle of Temporary Labor Migration”, ensuring the 

protection and wellbeing of temporary migrant workers in conformity with international, 

regional, and national legal instruments is of utmost importance. 

2.  Likewise, the success of a good temporary labor migration policy lies in maintaining the 

“temporality” of the system and ensuring/facilitating the return of temporary migrant 

workers to their countries of origin once the employment contract has expired.  

3.  A broad and comprehensive policy should enable turning “brain drain” into “brain 

circulation” in order to promote the transfer of knowledge gained by migrant workers to 

their communities and countries of origin.  

4.  Improving bilateral and multilateral cooperation between countries of origin and 

destination is one of the components which cannot be absent in labor migration policy.  

5.  Given that remittances are private funds and that no one, except for migrants themselves, 

may decide how they are used, a national commitment oriented toward maximizing the 

impact of remittances on local and national development is essential, involving various 

actors (governments, banks and other financial institutions, the private sector, civil 

society and, of course, organizations of migrants). 

6.  Last but not least, the challenge of strengthening orderly temporary labor migration as an 

alternative mechanism to reduce irregular migration should be mentioned. 

At a Program and Project Level

1.  Governments of both countries of origin and destination should increase efforts to 

allocate more resources to capacity building for labor migration management at a policy 

and program/project level.
